Human Rights defenders Bill 2020 cleared for the First Reading

Gulu municipality Member of Parliament Hon Lyandro Komakech is set to table the human rights defenders’ Bill 2020 to Parliament for the first Reading following clearance by government.

This follows clearance request by the legislator for a certificate of financial implications for the human rights defenders protection Bill 2020.

After tabling the bill for first reading next week, it’s expected to be forwarded to the committee on human rights of parliament for scrutiny.

The bill seeks to recognize ,promote and enhance the protection of the work and activities of human rights defenders by imposing specific obligations on the government to recognize, protect and promote the work and activities of human rights defenders in order to guarantee a safe and enabling an environment for human rights defenders to freely operate.

The bill prescribes the functions of human rights defenders beyond merely Bringing the action against the violations of another person’s or groups Human rights and freedoms as well as the criminalization of acts and Omissions that not only unreasonably restrict the enjoyment of their rights and freedoms.

The Private member’s bill entitled “Human Rights Defenders Protection Bill 2020 was introduced by the MP to defend the rights of other persons like human rights organizations, activists, and lawyers among others .
