NSSF Re-Tabled, Committee Given 10 days to Process it

Government has returned the NSSF Amendment Bill of  2021 to parliament after it was quashed by the speaker under residual business of the 10th parliament two weeks ago.

The committee of Gender has been given only 10 days  to have the bill done.

The minister of state for Elderly Dominic Mafabi Gidudu presented  the National Social Security Fund Amendment bill, 2021 before parliament, accompanied by the certificate of financial implication to stem public anxiety which erupted following the  Speaker Oulanyah decision which thrown out residual business of the 10th parliament.

The Speaker Oulanyah immediately sent the bill to the committee of gender labour and Social development with a directive to only  consider concerns raised by the President in the NSSF Amendment bill and maintain rest which was passed by the 10th parliament.

Despite the fact that parliamentary rules of procedures provide parliamentary committees 45 days to process a bill, Oulanyah  gave the committee only 10 days to have the bill done and report back to parliament.

MPs have applauded government for expediting the return of the much awaited bill, and asked the committee of gender to do the same.

However workers’ MPs still have reservations with the returned bill, as they disagree with the opinion of the president to have NSSF housed under the ministry of Finance instead of Gender.

The NSSF Amendment act was enacted by the 10th parliament to provide for midterm access of fund to savers who get to 45years of age and those who save for 10 years but the president denied it a signature after disagreeing with some clauses.

Government has tabled more five bills including the Landlords and Tennant bill.
