Opposition to Retable National Insurance Bill

The leader of the opposition in parliament Matias Mpuuga Nsamba has directed the shadow minister for health Timothy Lusala Batuwa to retable the National Health Insurance Scheme bill to offer timely health services to the majority of Ugandans who cannot afford to pay cash.

This was in the opposition retreat where opposition legislators reviewed their strategies and alternative policies as the first year of the 11th parliament comes to an end.

In March 2021, Parliament passed the National Health Insurance Bill that provides for the establishment of the National Health Insurance Scheme but it has never been assented to by the president as the law requires.

The bill mandates all Ugandans aged 18- years and above to contribute to access to health services.

Speaking during the orientation workshop of the opposition members of parliament at parliament today Mpuuga said that he has directed the shadow minister to retable the bill as a private members bill.

Mpuuga has also called upon the speaker of parliament to allocate time for the committee of trade to present its report on the controversial coffee agreement which was signed between the government of Uganda and Uganda VINCI Coffee Company.

Through this orientation workshop intended to boost the MPs’ appreciation of alternative proposals to the ongoing processing of the National Budget for FY2022/23, the opposition has been able to review their strategies and alternative policies.

As parliament moves to the end of the first year of the 11th parliament, the opposition believes they have lived up to the expectations of the public, quoting the key achievements.
