CSBAG Weighs in on  2022/23 FY Budget For Human Capital Development.

CSBAG Weighs in on  2022/23 FY Budget For Human Capital Development.

Civil Society Organizations have called for more funding of the Human Capital Development sector in the in the coming budgets saying the Shs18.7tn that has been allocated to Health, Education and Gender is still a lacking to address the prevailing challenges.

They want government to fast track enactment of the National Health Insurance Bill and policy to address gaps in the health sector.

Although Human Capital Development which takes sectors like health, education and gender has has been allocated 18% of the total resource envelope for financial year 2022/2023, the Civil Society Budget Advocacy Group(CSBAG) and other CSOs are still skeptical with government commitment to resource this sector that is too critical to the welfare of Citizens.

During their engagement with members of Parliament on budgetary funding for the health, education and the gender sector, the budget activists implored government to pay much attention to inspection of service delivery  and make appropriate allocations to realize returns on this funding.

They have also challenged government to expedite enactment of the National Health Insurance Scheme bill which has remained stuck in corridors of Parliament and Executive to ensure the health wellbeing of Ugandans.

Members of the health committee who attended the engagement have committed to move the the National Health Insurance Service Scheme bill as a private members bill of government continues to drag it’s feet.
